POWER RANKS
Measuring Mutant Potential
Not all powers are created equal.
While two mutants may possess the same type of ability, the strength, control, and overall effectiveness of those powers can vary dramatically.
To help classify mutant abilities, Arcadian Institute uses a system known as Power Ranks.
Power Ranks measure the current level of mastery and potency of an individual power, from the earliest stages of manifestation to levels capable of reshaping the world itself.
As characters gain experience and learn to better understand their mutations, they may increase the Rank of existing powers, unlocking new applications and dramatically improving their effectiveness.
A Rank 1 power and a Rank 5 power may technically be the same ability, but their capabilities can be worlds apart.
RANK 1
Emerging Potential
This is the level at which most student mutants begin their journey.
A Rank 1 power has only recently manifested or is still being mastered. While useful, it is often limited in range, duration, power, or reliability.
At this stage, mutants are learning what their powers can do and how to control them safely.
Think of a spark before it becomes a lightning storm.
RANK 2
Trained Ability
A Rank 2 power represents a mutant who has begun to develop confidence and control over their abilities.
The power is stronger, more reliable, and can be used in a wider variety of situations.
Many experienced students and newly graduated heroes operate primarily at this level.
The power has become a tool rather than a mystery.
RANK 3
Established Hero
Rank 3 powers belong to accomplished mutants capable of using their abilities with impressive effectiveness.
At this stage, powers often gain new applications and become powerful enough to influence the outcome of major conflicts.
Most professional heroes, elite agents, and veteran mutants possess powers within this range.
The mutation is now a defining part of who they are.
RANK 4
Extraordinary Power
A Rank 4 power places a mutant among the most powerful individuals on the planet.
These abilities can affect entire cities, defeat powerful enemies, and dramatically alter the course of events.
Very few mutants ever reach this level of mastery.
Those who do are often regarded as legends.
The mutation has become something truly extraordinary.
RANK 5
Omega Potential
Rank 5 powers represent the absolute pinnacle of mutant capability.
These abilities can reshape landscapes, alter weather systems, affect vast populations, and in extreme circumstances threaten entire nations or even the world itself.
Only the most powerful mutants in history have ever achieved Rank 5 mastery.
Many members of the Sentinels possess at least one power that approaches this level.
A Rank 5 ability is no longer merely a power.
It is a force of nature.
GROWTH AND DEVELOPMENT
Power Ranks do not simply represent raw strength.

As a power grows, so too does the mutant's understanding of how to use it.
Many advanced techniques only become available once a power reaches a sufficiently high Rank.
A FINAL NOTE
Power is not everything.
History is filled with examples of highly skilled mutants overcoming opponents whose powers were significantly stronger than their own.
A creative Rank 1 power can often achieve more than a poorly used Rank 5 power.
The strongest heroes are not necessarily those with the greatest powers.
They are those who learn how to use them wisely.
Remember:
Your mutation may determine what you can do.
Your choices determine what kind of hero you become.
